Where to find the Metronome
The Metronome is not an effect block. It’s part of the Tempo menu.
Output
On the Axe-Fx III, FM9 and FM3, the level can be set per output and USB/Digital.
The Axe-Fx II and AX8 send the metronome signal through Output 1 only.
Start and stop
There's no on/off switch. To hear the metronome, turn up the level.
Start the Metronome by pressing a switch, assigned to the Metronome's MIDI CC, or use the Tempo menu on the hardware.
If the Metronome starts automatically and cannot be stopped, it's probably triggered by a MIDI CC transmitted by your DAW. Disable this in your DAW, or set the Metronome's MIDI CC to NONE in the I/O menu.
